Texas is moving forward with a bill that would require all businesses to register with the state in order to comply with the new state law banning discrimination based on sexual orientation and gender identity.
The law has the support of a number of religious and civil rights groups.
The bill also would require businesses to comply when employees or contractors have to choose between providing services to the state and providing them to people who don’t agree with them.
But critics of the measure say it is a thinly veiled attack on LGBT people and others who live in states that have passed laws that protect religious freedom.
“The bill is a direct attack on the right to free speech,” said David Stacy, director of the Transgender Law Center at the American Civil Liberties Union.
“The legislation is a blatant attack on free speech.
It is a sweeping assault on free association.
It threatens people who live their lives as religious people and people who have lived their lives in their faith, and it also threatens people in the LGBT community who have come out as LGBT, as transgender people.”

Under the law, businesses that choose to open up their doors to customers based on their sexual orientation or gender identity would have to comply by Jan. 1, 2019.
Businesses would also have to give a statement to the attorney general outlining their policy of not discriminating on the basis of sexual orientation, gender identity, or pregnancy.
The law would also apply to people whose health care services include birth control.
It does not apply to those who have a doctor’s prescription.
Supporters say it will prevent businesses from discriminating based on the person they are helping.
“It doesn’t matter if they’re a baker, a hair stylist, a hairdresser, a funeral home, a wedding venue, a tattoo parlor, a chain restaurant, or a gas station,” said Brian Wittenmyer, an attorney with the Alliance Defending Freedom.
“If they want to open, they’ll have to get their licenses and their paperwork.
It’s up to them.”
Under this new law, it will be a crime for a business to discriminate based on any one of these reasons.
